-God started creation from beginning, any good plan must have a beginning! -The Spirit of God was *hovering over the face of the waters ..” assessing the outcome, and seeing the end result before starting the creation.
All throughout the creation story, God determines the end result before setting everything in motion. “Then God said, “Let there be light”; and there was light. And God saw the light, that it was good; and God divided the light from the darkness..”

CREATION PLAN:
In God’s CREATION PLAN, we read of The Holy Spirit hovering over the waters maybe to assess and evaluate everything first. Then we read more of God determining the end result as GOOD after every stage of His Creation plan.
SALVATION PLAN:
God planned for a virgin birth of the coming Messiah and at the cross of our Savior, we read how Jesus Christ determined the final outcome of God’s Plan for SALVATION as finished plan meaning that God’s plan for SALVATION had finally undergone the necessary stages of achieving His divine plan of SALVATION. John 19:30.. So when Jesus had received the sour wine, He said, “It is finished!” And bowing His head, He gave up His spirit.

I will be found by you, says the LORD, and I will bring you back from your captivity; I will gather you from all the nations and from all the places where I have driven you, says the LORD, and I will bring you to the place from which I cause you to be carried away captive.” You need to allow a God to reign in your life and sustain you from evil plans.
